Try clearing the cache, clear all data, then deleting and after done reinstall on these three apps: Google Play Store, Google Play Services, Google App. BUT For some apps (I have struck 3 so far) the Play Store says "Installed" and refuses to let me install that app. Just one other thought, have you tried accessing the Play Store on your computer and seeing what the app install status is there?
